After his retirement, he moved to Chuckey, Tennessee and worked in the Maintenance Department at the Federal Court House from 2001 to 2013 in Greeneville, Tennessee.

He leaves his three children, Timothy Garrabrant of Greeneville, TN, David Garrabrant of Chuckey, TN, and Michele Westling of Greeneville, TN; grandchildren Ryan Garrabrant of Daytona Beach, FL, Kyle Garrabrant of Daytona Beach, FL, Devin Garrabrant and his wife Paige of Greeneville, TN, Kayla Westling of Johnson City, TN, and Kurt Westling Jr. of Greeneville, TN; niece Karen Garrabrant of Bradford, Vermont, niece June and Mark Jones of N. Besides his wife, he was predeceased by a grandson, Justin Garrabrant, of Daytona Beach, and by his brothers Russell and Lloyd of Connecticut.

Jay loved working on his collector cars, which he did for many years. He was a good and loyal friend to many people.
